The Utah County Commission voted to approve a memorandum of understanding (MOU) with Provo City and the Utah County Housing Authority to coordinate substance‑use services for clients who receive housing vouchers.
Robert Johnson, who identified himself as with ADAP, told the board the MOU documents county participation in substance‑abuse services tied to vouchers so that recipients who need treatment can access supportive services while housed. “Housing is a huge problem in the county… Affordable housing, I should say, for people with substance abuse,” Johnson said, and noted that clients still face limited vacancies and screening policies that can prevent placements.
Johnson explained that the voucher program is administered by the housing authority, which pays a portion of the rent while tenants pay their share; ADAP’s role under the MOU is to provide or coordinate substance‑use services that enable voucher recipients to access and maintain housing. Commissioners asked how housing facilities participate and how clients apply; Johnson explained clients are provided lists of participating properties and apply directly to those properties.
Speaker 2 moved to approve item 8 and authorize the commission chair to sign the MOU; Speaker 1 seconded and the motion carried.
