County staff propose new stormwater code to comply with state/EPA MS4 requirements

County engineering staff briefed commissioners on a proposed code addition to bring the county into compliance with state and EPA-directed MS4 stormwater permitting. Staff said the code would provide inspection authority, create a land-disturbance permit (replacing the current grading permit), set fines and penalties with a fee schedule, and add clarity for developers and inspectors.
The staff presentation said much of the proposed text was adapted from other local governments and refined with the county attorney's office. "This kinda follows the form of most all the other counties and cities... and we've become compliant with that," staff said. Commissioners asked for a fuller debriefing and more time to review the draft before a public hearing; staff agreed to provide a more detailed review and to return at the next work session or a subsequent meeting.
Commissioners discussed where local flexibility may remain versus what is driven by the state mandate and agreed to continue vetting the code language so the county remains compliant without imposing unnecessary constraints on low-risk local projects.
