County staff to seek resolution for restricted building-maintenance funds and split jail cost centers

Staff presented a budget-transfer request affecting the county'wide buildings account (2600) and explained that $400,000 of the account is restricted from transfer though not restricted from expenditure. Staff said routine jail maintenance costs have averaged about $207,000 per year, and asked the commission to approve unrestricting the $400,000 so departments can manage day-to-day expenditures without needing transfers.
Staff also proposed splitting the security center into two internal cost centers to separate costs for the secure detention area and administrative areas, and requested a $50,000 transfer into the new administrative cost center. "I'd put the $50,000 on the agenda for a resolution to transfer that to that," staff said, and committed to drafting the resolution for the next regular meeting.
Commissioners asked clarifying questions about historical expenditures, process controls and whether purchase orders could be issued against restricted funds; staff responded that POs could be issued for expenditures and that the restriction affected transfers. The commission requested more background and data on building projects and maintenance before finalizing the change; staff agreed to prepare the resolution and supplemental information for the regular agenda.
No formal vote or resolution was passed during the work session; staff will bring the proposed resolution and accompanying materials to the next county meeting for action.
