The motion specified approval of items a, b and d while excluding the declaration of easements and restrictive covenants for separate consideration; the motion passed unanimously on roll call.
City Manager McGinnis told the council the committee of the whole had approved the declaration of easements and restrictive covenants earlier and that the council’s action was intended to keep momentum in marketing and selling the properties at Stanwood Crossings.
Outcome and next steps: The city is authorized to move forward with the Community Land Trust framework and to begin required transactional work. Staff will complete any additional easement or covenant matters in a future agenda item before closing on affected parcels.
