Parks director previews 2025 goals and draft price schedule; board raises fee questions

Tim Street, director of parks and recreation, presented staff-prepared strategic goals for 2025 aligned to the department’s 2020–2025 master plan and previewed the department’s proposed price schedule for 2025.
Street said the strategic goals identify specific actions linked to master-plan objectives and can be tracked in annual reporting. On the price schedule, he emphasized that no approvals were requested at the meeting and described most changes as incremental, though he said some areas might require larger adjustments at a later date.
Aki Higgins, recreation services director, noted a clerical omission in the draft: an April farmers market adjustment had been left out of the packet and will be corrected to match the season. Board members asked for supporting data for fee increases — notably pool season passes and admissions — and Street said staff would provide detailed rationale before the board is asked to adopt the final schedule.
Commissioners also discussed the Stay Cool program, which provided approximately 12 free pool days this past season; Street said staff will reconcile how that program and fee-waiver efforts work together. Street reminded commissioners the department plans to return in December with a final price schedule and other year-end approvals and noted meetings will move next year to Thursdays at 5 p.m.
