Staff described the club’s long history (permits on file dating to 1979), showed project plans and explained that the Coast Guard and U.S. Army Corps of Engineers had reviewed the proposal and found the extension acceptable for navigation. A nearby property owner, Kevin Fay, protested on safety and collision-risk grounds; staff said their analysis and federal feedback indicated adequate thoroughfare (approximately 650 feet) and minimal navigational impact.
Club Commodore Ian Ormersho told the commission the club runs public regattas and junior-sailing programs and needs additional slips to serve local sailors; he also noted a waiting list for slips. Commissioners asked about parking and other land-side impacts; staff said county reviews (e.g., Wetlands Board) and local approvals would apply where required.
Associate Member Kellum announced an abstention due to Kellum Seafood’s current leasehold interest that could create a conflict. The motion to approve the extension was then moved and seconded and carried with the abstention noted in the record.
Staff placed a royalty of $12,264 on the 8,176 square feet of encroachment at a standard rate of $1.50 per square foot, and recorded other permit conditions.
