The representative said the district conducts an annual summer education program about mosquito‑borne disease risks and cited recent local efforts to prevent local transmission of dengue. "We haven't had that in Orange County, thanks in part to cities like Los Alamitos for helping us out," the representative told the council, and singled out Council member Dobie for leadership in outreach.
The district representative explained how local bites can lead to 'local transmission' if infected visitors bring the virus back and local mosquitoes spread it further, noting that Los Angeles and San Diego counties have experienced local transmission in recent years. The district presented a certificate "for your outstanding contribution and level of commitment to improving awareness about vectors and the diseases they carry."
Council member Dobie accepted the recognition. The presentation was ceremonial; no council action or funding request accompanied the award.
