He said item 2 would authorize a professional services agreement with Black & Veatch to evaluate two city‑owned water tunnels—one installed in the 1950s and the other in the 1970s—that contain critical water transmission mains. “Both of those water transmission mains are critical infrastructure to the city,” Teck said, and the evaluation will inform any necessary remediation to preserve the system.
