Public Works Committee approves professional services, change orders and utilities covenants

The Rapid City Public Works Committee approved several infrastructure and contract items Sept. 10 as part of its consent calendar.
Public Works Director Dale Teck summarized items 2–12. He said item 2 would authorize a professional services agreement with Black & Veatch to evaluate two city‑owned water tunnels—one installed in the 1950s and the other in the 1970s—that contain critical water transmission mains. “Both of those water transmission mains are critical infrastructure to the city,” Teck said, and the evaluation will inform any necessary remediation to preserve the system.
Items 3–5 were final change orders on recent construction projects, including the Sheraton Lake Road breakout and an annual street‑patching contract; Teck said the net change order for the group is a decrease of about $62,000. Items 6 and 7 are covenant agreements with Black Hills Power and Blue Peak addressing existing private utilities on the new Shepherd Hills booster station lot; the covenants allow the utilities to remain in place while preserving the city’s option to relocate them later.
Item 8 is an amendment to a professional services agreement to rework design documents for the Ellsworth Air Force Base meter facility after a catastrophic failure; staff said the first bid came in above the estimate and the consultant will re‑do the facility package to obtain more competitive bids. Item 9 was authorization to advertise bids for the Canyon Lake drainage and street reconstruction project. Item 10 funds parking‑lot paving coordinated with the parks department at Robbinsdale and Oak Valley Park. Item 11 is a risk and resiliency assessment and emergency response plan for the water division; staff said a five‑year update is required by federal policy. Item 12 is a sidewalk variance request for the new county building on Concourse Drive; staff recommended approval because drainage behind the curb prevents placement of a sidewalk.
Following the meeting, Teck provided a follow‑up list of affected streets for the patching change order: Alta Vista Drive, City View Drive, Anna Maria Drive, Terracita Drive, Texas Street, La Selva Drive, Sarita Street, Sonora Drive, Alta Vista Court, Saint Anne Street, East Saint Francis Street, and Reno Place (primarily in Wards 1 and 2). The committee moved to approve consent items 1–12, and the motion passed.
Separately, the committee also approved a 0.12‑acre right‑of‑way vacation on East Madison Street (item 14) after planning commission recommendation, and confirmed mayoral reappointments to the planning commission (item 15).
