Beegler said the city has funds in its operating account to pay for the consultant and outlined a phased engagement approach that includes task‑force workshops and public outreach. Council members asked why the city used internal staff for the earlier review and Beegler responded that the scope and expectations are different for a modern, implementation‑oriented plan.
The committee approved the motion to issue the RFP (motion by Roseland, second by Ham); the transcript records one dissenting voice during the roll call on the motion but does not name that speaker. Directors and council members thanked the task force for its work and said they expect staff to return with updates as proposals are evaluated.
