At the meeting the council received a first reading of Bill 6138, an ordinance authorizing execution of a Surface Transportation Block Grant (STBG) program agreement with the Missouri Highways and Transportation Commission to enable the city to construct the Ladue Road Improvement Project (SEG 335–340).
Mister Perez (identified later in the meeting as Steve Perez, city engineer) said the city successfully secured a $1,300,000 STBG award that was applied for in February and officially awarded on Sept. 5. Perez said the city combined project phases to ask for a larger single-phase grant to gain cost efficiencies; the agreement and program documents were presented on first reading (SEG 347–361).
Perez said the project will move through federal processes and that the city will likely hire design consultants to carry the project to construction. Council members asked about signal and lighting hardware; staff said the project will include upgraded signal hardware and video-detection equipment and that the city typically uses a black powder-coat finish for signal poles and fixtures (SEG 376–383).
Next steps: Staff will complete required federal program steps and return a finalized agreement and design documents for council approval prior to construction.
