Commissioners send proposed separate county Area Plan Commission budget to council after extended debate

At the Aug. 27 Vanderburgh County commissioners meeting, a prolonged debate centered on whether the county should pursue a separate County Area Plan Commission and on a proposed 2025 budget for that entity.
Commissioner Musgrave presented negotiation points and a proposed county APC budget of $411,541 and argued the county could save about $200,000 annually compared with current payments under the existing 50/50 city–county funding split. Musgrave cited complaints from individuals and developers about APC staffing and process and said earlier attempts to renegotiate with the city did not yield satisfactory concessions. “We wanted to put a provision in there that it would have to be subject to a vote by the commissioners and city council,” Musgrave said when discussing desired negotiation points.
Other commissioners urged caution. Commissioner Gable said his experience on the Area Plan Commission had been largely positive and recommended continued negotiation with the city before pursuing separation; he said a cooperative approach might achieve improvements without creating a separate county board. Legal staff clarified that sending the proposed budget to County Council is informational and does not by itself create a separate APC — adoption of an ordinance by the commission would be required to establish a new, separate entity.
The board voted to send the proposed APC budget to County Council for review and inclusion in upcoming budget hearings, while noting that any actual reorganization would require separate ordinance action and additional steps. Commissioners and staff discussed logistical details should the county pursue separation, including the statutory treatment of shared assets under a 50/50 split (desks, vehicles, licenses) and potential staffing and facility arrangements; county staff said the old courthouse is being considered as a central location and that, historically, county departments have not been charged rent for that facility.
Next steps: The proposed budget will be transmitted to County Council for review during budget hearings; commissioners indicated any move to establish a separate APC would require ordinance adoption in a future meeting.
