Poway Unified approves $12.9M guaranteed maximum price for Westview High expansion funded by community facilities districts

The Poway Unified School Board approved a guaranteed maximum price (GMP) of $12,898,561 on Nov. 14 to authorize Balfour Beatty Construction LLC to proceed with Phase 2 construction of the Westview High School expansion.

District facilities staff described the project scope — three classrooms, a fabrication shop with a roll-up door, an exterior work area usable for CTE instruction, storage and mechanical spaces, and site improvements — and said the work will be paid from Fund 49 (community facilities districts). "This project will not impact the district's general fund; it will be funded entirely from community facilities district funds," Mr. Magnuson said, stressing legal restrictions about fund usage.

Project manager Reuben Arias and the construction team reviewed milestones: site mobilization the week of Dec. 2, phased roofing and painting during school breaks, and an overall completion target around Dec. 5, 2025, subject to typical construction contingencies. Trustees asked about acoustics for fabrication spaces and how contractors will limit noise and scheduling impacts during testing and instructional periods; staff said sound insulation is included and that work will be coordinated with site administration, with certain activities timed around school schedules.

Trustees moved, seconded and approved the GMP unanimously. Staff noted a clerical correction in the agenda's fiscal impact paragraph and committed to reporting back as the project progresses.
