Evansville utility approves multiple change orders and funds investigation of CHP near-miss

The Evansville Water and Sewer Utility Board on Nov. 12 approved multiple contract adjustments and authorized an engineering investigation after a safety near miss.
Major change orders The board approved Change Order No. 1 to Koberstein Contracting Inc. (Lloyd Expressway water-main relocation project U1218) increasing the contract by $300,235.34, adding seven pay items and extending the schedule by 29 calendar days. Staff said the increase resulted from encountering rock at the Banykamp intersection during jack-and-bore crossings and from a conflict with an existing water main.
The board also approved a first-and-final change order for Sam Trucking & Excavating Inc. (U1217) that increases the contract by $39,012.06, adds four pay items, and extends the schedule by 46 calendar days; causes cited were conflicts with an existing sanitary force main, material procurement delays, inclement weather and a gas-main conflict.
On the sewer side, staff presented a first-and-final deduct of $1,064 for the B Sleuth Channel replacement after a geotechnical engineer determined an undercut excavation item was unnecessary; the contract’s new total is $198,846 and the board approved the deduct.
Empire Contractors: cleanup and closeout For the Lehi Authority relocation project, staff asked approval of a first-and-final cleanup change order to Empire Contractors reducing the contract by $6,161.08 while adding 79 calendar days to the schedule (subsurface rock and owner-requested changes). Staff said the project is complete and that occupants have moved into the new building; the board approved the cleanup change order.
CHP near miss and investigation Logan reported a safety near miss on Oct. 17 involving the recently installed combined heat and power (CHP) system at the West Wastewater Treatment Plant; no one was harmed, but staff shut the CHP system pending a full engineering investigation. The board approved an engineering-services agreement with PCI Consultants Inc. (a Sales O'Brien company) for $14,878 to perform the investigation.
