Board receives bids for local water-main projects, approves advertising for Lloyd Expressway and 2025 patching

Dresden Street water-main replacement Staff opened bids for the Dresden Street (east of First Avenue) 12-inch water-main replacement (project U1181). Bids read aloud: Koberstein Contracting — $418,762; Sam Trucking & Excavating Inc. — $406,882; Guy Brothers Lumber & Construction Co. Inc. — $484,913. Jennifer Kane said the utility's in-house designer, Kim Gaines, together with city purchasing and compliance, will review the bids and bring a recommendation back to the board. The board took the bids under advisement.
Burkhart Crossing force-main improvements For the Burkhart Crossing/Lehi force-main improvements (U1206), staff reported bids of $487,035 (Koberstein Contracting Inc.), $578,274 (Sam Trucking & Excavating Inc.) and $534,585 (Dye Brothers Lumber & Construction Co. Inc.). Burgess & Niple (designer) will review the bids with purchasing and compliance and staff moved to table the item until a recommendation is ready.
Lloyd Expressway relocation and 2025 patching The board approved staff's request to advertise the Lloyd Expressway/Teacupel Ave. to Ninth Ave. water-main relocation (U1216). Staff's engineer estimate for the water-main is $8,400,000 and for the storm sewer about $550,000, for a combined estimate of approximately $8,950,000; staff noted the water-main portion may be reimbursable under a highway-utility agreement with INDOT. Kane recommended advertising Nov. 15 and Nov. 22 with a bid opening on Dec. 17; the board approved advertising.
Separately, the board approved advertising for the 2025 concrete and asphalt patching contract (restoration work after water and sewer repairs) with ads to run Nov. 15 and Nov. 22 and a bid opening on Dec. 10.
