Parents allege forced dissolution of Legacy band booster, raise retaliation and transparency concerns

During public comment at the Southwest ISD Board meeting, Elizabeth Manzanares, identified as a former Band Booster president for Southwest Legacy High School, urged trustees to address what she described as a "forceful dissolution" of the Legacy Band Booster Club and called for clearer district policies and procedures.

Manzanares alleged that district leaders initially said there had been no investigation but later that allegations of financial misappropriation and missing funds had been discovered. "The forceful dissolution of the Legacy Band Booster Club has caused significant outrage among parents, students, and the community," she said, and asked the board to "act swiftly to address the dissolution, provide clear fair policies, guidelines for district-affiliated organizations, and an end to retaliation against students, parents, and the community."

She also criticized the district’s remedy — a group she referred to as 'Team Titan' — saying it operates "in ways that mirror" booster activity and that no clear boundaries or operating guidelines have been communicated. Manzanares said some parents and students have been excluded from participating in Team Titan activities and characterized those exclusions as retaliation tied to support for the dissolved booster.

The board did not make immediate public findings at the meeting. Trustees have authority to review policy guidance for booster and affiliated groups; Manzanares asked for updated policies that reference longstanding procedures and for transparent communication about investigations and outcomes.

Board members acknowledged receipt of public concerns and set closed-session grievance items later in the agenda; the public comment in this meeting is recorded as part of the public record.
