Southwest ISD approves schematic design, awards CMR for Legacy High additions; press box and central office updates

The Southwest Independent School District Board of Trustees voted to approve schematic design drawings for the Southwest Legacy High School additions and selected a construction manager-at-risk this week.
Pfluger Architects’ Raul Yanez presented a schematic plan that calls for roughly 22 new general classrooms, a choir/choral suite with practice rooms and director’s office, building support spaces including an SRO office and restrooms, a cosmetology lab ventilation review, and a roughly 30-by-75-foot canopy for the welding lab. "We're really kind of looking at adding 22 classrooms to that building addition," Yanez said, describing interior layouts and a schedule that would move design development through October–November and bid the project in March–April with targeted opening in July 2026.
During the consent and construction updates, the board also heard progress reports on other capital work. KimCon/contractor representatives said demolition was largely complete at the new central office site and that excavation and underground utilities are underway. "We have now begun all of the excavation to put in the foundation, put in all of the underground piping," a district presenter said, noting the project remains on schedule for next fall.
CGC and Pfluger gave a separate update on the stadium press box: exterior panels and much of the masonry are finished, interior finishing is underway, an above-ceiling inspection is scheduled to allow ceiling tiles and finishes to proceed, and electronics firms have begun cabling work for the scoreboard and cameras to meet early-October event timelines.
On procurement, staff reported four RFP responses for the Southwest Legacy additions; bids ranged from $1,371,000 to $1,735,821. After evaluation and reference checks, the board approved a motion to award the construction manager-at-risk contract to JORIS General Contractors at $1,735,821, funded from the 2023 bond.
The district also received an update on Bob Hope Elementary renovations: portable buildings and utilities are being installed to allow phased occupancy while interior renovation continues.
The board approved the schematic design and the CMR award by voice vote. Next procedural steps include design development, completion of construction documents, bidding, and early site work pending routine permitting and contractor coordination.
