Coweta County school board approves Perkins grant, custodian supplement, contracts and policy update

Dr. Wharton presented the CTAE grant requests, saying the Carl D. Perkins V federal grant in the amount of $196,451 will be used “for the purchase of equipment, supplies, professional development, and program improvement for CTAE programs and courses at Central Educational Center, East Coweta High School, Newnan High School, and Northgate High School.” The board approved the superintendent’s recommendation without discussion; the motion carried 7‑0.
The board also approved state CTAE funds of $87,091 to support extended‑day pay, apprenticeship and supervisory pay for CTAE system‑wide programs.
The board confirmed appointments for student tribunal hearing officers for the 2024–25 academic year, as presented by Dr. Wharton; names offered included Michael Barnes, Dr. Michelle Carrera, James Kreider, Dr. Eric Fisk, Tekema Lepphardt, Megan Hinton Ogletree and Demetrius Swindle, with Dr. Steven Puckett and Janice Smith listed as hearing officers. The motion carried 7‑0.
The board approved renewal of the FY2024–25 contract with the University of Georgia Cooperative Extension Service (4‑H) to fund the 4‑H extension position (contract amount $17,092; term 09/01/2024–08/31/2025). A board member thanked extension staff and principals for the partnership.
On employee compensation, Dr. Wharton said the Georgia Department of Education will provide $170,000 in state funds to support a $1,000 one‑time supplement for each eligible custodian in FY2024–25; the district will cover the remaining $10,852 for a total estimated cost of $180,852. The supplement is scheduled to be paid on the 08/16/2024 biweekly payroll. The motion to approve the payment carried 7‑0.
The board approved a policy revision to JCEB (student hearing procedure) to bring the district into compliance with Senate Bill 169, which adjusts the time frame for student hearings, and approved a resolution requesting assistance from the Georgia Department of Education to develop the local facilities plan. Both measures passed unanimously.
Field trip requests were approved separately: Newnan High social studies students will travel to Memphis, Tenn., Feb. 18–20, 2025, and East Coweta High School’s band will attend a Disney performing arts workshop in Orlando, Fla., April 22–27, 2025; administrators said there is no cost to the school system for either trip.
Assistant Superintendent for Finance Keith Chapman briefed the board on first‑month fiscal figures, reporting the system is under budget by about $4.3 million (attributed to timing of orders) and that sales tax collections are up roughly $3.3 million year‑over‑year (a 5.79% increase). The superintendent and board members described a smooth start to the school year and noted current enrollment at just over 23,000 students (with approximately 350 additional students enrolled through dual enrollment or virtual options).
The board voted to enter executive session to discuss personnel, real estate and potential litigation; that motion carried 7‑0.
