Planning commission approves Monument Health residential addiction care facility on Tower Road

The Rapid City Planning Commission on Oct. 24 approved an initial plan development for a Monument Health residential addiction care facility on Tower Road.
Staff described the application as a group home with a commercial flavor sited on two western lots, with a programming/building on the adjacent lot. The residential building will include separate wings for men and women; outpatient services will operate roughly 8 a.m. to 8 p.m. on weekdays while the residential program will operate 24 hours year‑round. Staff said all patients will be voluntary adults, "they're not the court ordered," and estimated average stays of about 25 days with a maximum of 45 days.
Staff recommended approval with stipulations including a final drainage plan and additional details at the final plan stage for parking, landscaping and operational controls (security, key card access and monitoring). Staff counted a requirement of about 77 parking spaces and said the applicant will provide 80.
Speakers from Avera and Monument Health described operations and neighborhood integration. Anthony Dreyer, nurse manager at the Sioux Falls facility, summarized daily programming and visitation procedures and said lights are out at 11 p.m.; Dave Ellenbecker of Monument Health estimated the center would serve "roughly a 150 to 200 patients annually" at startup.
Commissioners discussed sidewalks, parking and operational plans; Commissioner Vince moved to approve including the listed stipulations, a second was received and the motion carried by voice vote. Staff will require the final drainage plan and other final submittals before final plan approval.
