Planning commission approves permanent-makeup studio at 1228 South Saint Hugo Boulevard

The San Gabriel Planning Commission voted 5–0 to approve a conditional use permit (CUP23-016) to allow Yuan Yu Beauty to offer permanent-makeup services at 1228 South Saint Hugo Boulevard, Unit A, with conditions intended to limit public-safety and compatibility concerns.

Planning staff told commissioners the proposed business would operate in a 2,531-square-foot commercial building in the C3 zone, would use Unit A on the first floor and would be run by the business owner alone. Staff described the service as “a personal service business which offers cosmetic tattoos for the eyebrows, eyes, and lips” and said the project is exempt from the California Environmental Quality Act under a Class 1 existing-facilities exemption.

Staff recommended approval with conditions that include a prohibition on body tattoos, no on-site alcohol sales, age limits (18 and older), and periodic review by the police department. The presentation noted the site has 12 existing parking spaces at the rear and is accessed from South San Gabriel Boulevard; staff said no major tenant improvements are proposed and that the layout includes a reception area, a single permanent-makeup station, storage and employee rest space.

Applicant representative James Chang told the commission he represented the applicant and said the owner typically serves clients by prearranged appointment as the sole worker, which staff said limits walk-in traffic. "She usually works with, you know, pretty, you know, adults, and they usually made an appointment," Chang said when describing typical operations.

After closing public comment, the commission approved staff’s recommendation by roll call vote, recorded as 5–0. The conditions attached to the permit include the prohibitions and review provisions the staff presentation described; any future modifications would return to the commission per municipal rules.
