At the start of its June 4 meeting the Umatilla City Council moved to add an item to the evening’s executive session to address labor negotiations and a real property transaction, stating the statutory authority on the record. The mayor then read the executive-session script aloud, listing the purposes as employment of a public officer or employee, labor negotiations and a real property transaction and referencing the statutory citation as spoken.
The mayor told the audience that representatives of the news media, department heads and city manager Stockdale were allowed to remain for the executive session while other members of the public should leave. The council later voted to enter the executive session for those purposes.
The statutory language was transcribed in the meeting record in a garbled form as heard on the record; the council’s action was recorded and the meeting proceeded into executive session.
