Jenny (public works staff) said the project implements the city’s water-master plan, keeps rates as low as possible and includes membrane equipment (which the council pre-purchased). She reported the city has set aside $17.5 million to implement Alder Creek upgrades, including program management, pump and pipeline assessments, and a planned Bull Run connection to cover peak summer demand. Funding sources named in the meeting packet are a Business Oregon loan and a special commons works fund; Jenny described both as low-interest loans.
Council asked for clarification on project scope and cost. Staff said the engineering contract covers the membrane integration and other upgrades; the council then moved, seconded and approved the authorization for the city manager to sign the contract by voice vote.
Next steps: staff will execute the agreement and proceed with design and procurement work under the authorized fee cap.
