Port awards three as‑needed environmental services contracts, sets LBE goals

The Port Commission authorized staff to award three master contracts for as‑needed environmental and related professional services, each with a not‑to‑exceed amount of $1,000,000 and a combined maximum of $3,000,000 over three years.
Andre Sacedo, the Port’s contracts manager, described the RFQ process: outreach to more than 70 firms, a pre‑proposal conference attended by 43 individuals representing 34 firms, nine proposals received (seven responsive), a written evaluation panel and oral interviews. Selection criteria included technical approach, team experience, staff qualifications, and LBE/LVE considerations. The contract monitoring division set an LBE/LVE goal of 22% for these contracts (up from 20% in the prior contract cycle). Sacedo said finalists were evaluated with reference checks and that one firm received a 10% LBE rating bonus.
The recommended awardees were AquaTier Associates doing business as Wise & Associates, Baseline Environmental Consulting, and SCA Environmental; two of the firms were incumbents. Staff explained contract service order (CSO) rules, including a $200,000 per‑project CSO threshold and the ability to issue new CSOs only during the first three years of the contract term. After discussion and clarifying questions about complementary expertise and joint ventures, the commission approved the resolution by voice vote.
