PUC hears BAWSCA and RBOC updates as staff set to launch bond expenditure audits and follow up on two critical water projects

In a related update, the Bay Area Water Supply and Conservation Agency (BAWSCA) representative reviewed Water System Improvement Program progress and emphasized two remaining projects critical to water supply reliability: the Alameda Creek recapture project (estimated yield roughly 7,000 acre‑feet per year) and the regional groundwater storage and recovery project. BAWSCA said a revised draft EIR is in circulation for Alameda Creek recapture and requested that PUC staff provide a written report on whether project scope revisions are necessary. For the groundwater project, BAWSCA noted staff changes to well counts and design and said the promised yield analysis had not yet been provided; BAWSCA asked for the updated information and for the PUC to provide a written status report after internal meetings.
Commissioners asked for charts and comparative data on per‑agency monthly water use and urged staff to ensure up‑to‑date yield estimates are shared with the Commission. The RBOC's planned expenditure audits are intended to increase transparency around bond proceeds and capital spending and the committee extended its sunset date to 2025 to continue oversight work.
