Commission appoints Cody Clements as assistant patrol special and terminates assistant John Adamson after noncompliance

Later the commission held a hearing on disciplinary charges against Assistant Patrol Special John Adamson (star number 2536; case ALWIAD 2016-193/2016-278). Officer Carla Brown testified she had attempted to contact Adamson six to eight times over the year, that his phone number was disconnected and that certified-mail notices were delivered to an address provided by fellow patrol special Bayard. Brown said Adamson had not qualified at the range since November 2015 and was out of compliance with required training and active employment by a patrol special.
Commissioner Mazuko moved to terminate Adamson's appointment on grounds of noncompliance. After limited discussion and an acknowledgment that there are undisclosed medical issues that Commissioners were told privately could affect compliance, the commission took a roll-call vote. The motion to terminate passed 6 to 0.
Commission staff and patrol special liaison Officer Brown outlined steps the commission and SFPD take to regulate patrol specials: they attend SFPD training and the department handles discipline even though patrol specials are not city employees; patrol specials are private contractors paid by clients and carry firearms after certification.
Both personnel actions were administrative appointments and disciplinary decisions taken under the commission's regulatory authority; no criminal charges were announced.
