Port approves one-year $285,000 contract with Conservation Corps for youth employment

The Port Commission on Aug. 13 authorized a one-year contract with the San Francisco Conservation Corps to fund paid work experience for at-risk youth on port-maintained properties.
Elaine Forbes, Deputy Director of Finance and Administration, said the proposed contract is for $285,000 and will fund port youth employment, with subcontractor partners including Larkin Street Youth Services and the A. Philip Randolph Institute. The revised contract increases the portion of the budget devoted to youth pay to about $116,000 (41% of the total) and raises billable service hours: staff reported 7,400 hours from the Conservation Corps plus 730 hours added through the Randolph partner for a total of 8,130 paid hours. Indirect costs were reduced from 15% to 11% following commission direction.
Forbes said the one-year term (Aug. 2013Aug. 2014) is intended to restart the program quickly while staff runs a new RFP this fall to solicit broader proposals for a longer-term agreement. "We recommend a limited one-year contract so we can get the program back going and have continuity of services," she said.
Members of the A. Philip Randolph Institute and Larkin Street Services addressed the commission in support of the partnership and described the programs focus on low-income neighborhoods and workforce pathways for young people. Commissioners praised the increased share going directly to youth wages and directed staff to continue outreach as they develop the next RFP. The commission approved the contract (recorded as Resolution 13-30).
