The Evansville Common Council voted Nov. 11 to approve Resolution c 2024‑24, authorizing an interlocal agreement with Vanderburgh County to combine preventive road‑sealing work and bid the project as a single, larger contract.

Mike Lubitzky, the city engineer, told the council the agreement is an "economy of scale agreement" that pairs city and county preventive seals so contractors will offer lower per‑unit prices. He said the city’s portion is roughly 400,000 square yards and the county’s roughly 150,000 square yards, and that manufacturers and contractors estimate the seal will extend pavement life by about five years. "It costs about 10% of the cost to do a mill and overlay," Lubitzky said, and combining quantities should yield a price reduction once bid thresholds are crossed.

The council opened the floor for questions before the vote. Councilman Hieronymus asked what would happen if a participating party opted out; Lubitzky said the interlocal agreement is the current action before the council and that specific procurement and contract terms, including opt‑out or invoicing mechanics, would be worked out during bidding and contract negotiations. Lubitzky said the city would bid the work as a city project that includes county segments and then invoice the county for the county work.

The council approved Resolution c 2024‑24 on a roll‑call vote, 9 ayes and 0 nays, thereby authorizing the interlocal agreement for cost sharing on road contracts.

Earlier in the meeting the council adopted the consent agenda, which included Ordinance f 2024‑18 (authorizing transfers of appropriations, additional appropriations, and reappropriation of funds for city funds) and Ordinance r 2024‑34 (rezoning for property commonly known as 5201 Krattsville Road). Those items were placed on the consent agenda and adopted via the consent‑agenda motion.

Council President (unnamed in the transcript) announced that Councilwoman Mary Allen will serve as interim finance chair for the next three meetings to complete the remainder of Alex Burton’s term and reminded members that officer elections are scheduled at the first meeting of the year.

During public comment, Leonard Collins of 316 Madison Avenue welcomed the new Fourth Ward councilperson and offered his support; council members acknowledged his remarks and thanked him for his service.
