County officials hopeful as state hearing on Pigeon Creek watershed commission set for Sept. 17

Commissioner Musgrave and county staff updated the board Sept. 10 on progress toward creating a Pigeon Creek Watershed Development Commission. Musgrave said the Department of Natural Resources gave a positive review and that an administrative law judge issued a favorable recommendation. "So many of us have put in so many hours on this, and it's at least a hundred years overdue," Musgrave said while urging public attendance at the Sept. 17 hearing.
Craig (county staff) described the commission as analogous to a rezoning process that requires local application, an area plan recommendation, and a final decision by the Indiana Natural Resources Commission. He told the board the petition would be heard Sept. 17 at Fort Harrison State Park in Indianapolis and that local commissioners expected to attend and report back.
Commissioners expressed optimism that state approval would establish a statutory commission to address long-standing drainage and watershed-control issues along Pigeon Creek.
