Building Authority to manage maintenance of Innovation Point and Land Bank building; reports clogged HVAC filters

The Building Authority has taken over maintenance responsibilities for Innovation Point and the Land Bank building, the Authority’s director told the Land Bank board on Oct. 18. The director (Speaker 3) described standard maintenance tasks the Authority will provide — HVAC, housekeeping, trash removal and security rounds — and said the arrangement will be documented via an interlocal-style agreement and invoices.
As an example of deferred maintenance, the director reported that when technicians inspected HVAC systems they found the filters "just absolutely clogged filthy" and said new filters were installed. He told the board the Building Authority will track invoices, contractors and staff time and provide copies of invoices and material receipts to the Land Bank for reimbursement.
The director said the agreement is written differently than typical MOUs and that the Building Authority will include a modest administrative fee to cover accounting and supervisory time; he estimated a fee of about $500 to capture his administrative time, supervisory oversight and accounting costs. Board members discussed how invoices are currently handled and agreed the board should see those invoices; one board member (Speaker 6) asked that expenditures paid to the Building Authority be listed on future financial statements so the board can record approval action.
There was no formal vote required on the maintenance transfer at the Oct. 18 meeting. The board asked staff to present invoices and to add a line item on future financial statements documenting Building Authority expenses so the expenditures are visible during board approval of monthly financials.
What’s next: Building Authority will continue weekly housekeeping visits, nightly security rounds and contract or contractor work as needed; the Land Bank will review and initial invoices and add a financial-statement line item showing Building Authority expenses.
