Eagan council clears plan and subdivision approvals for former Thomson Reuters campus

The Eagan City Council on Nov. 19 approved three related actions to advance redevelopment of the former Thomson Reuters campus, clearing the way for industrial, townhome and single-family uses on roughly 179 acres southeast of Yankee Doodle Road.
City planner Schultz told the council the Metropolitan Council approved the comprehensive guide amendment on Nov. 13, which changed the site’s designation from "major office" to industrial and low/medium-density residential — a required step for local approvals. Schultz outlined two minor edits to approval conditions (clarifications related to Outlot B and Outlot D) that staff had incorporated since the Nov. 4 hearing.
Councilmember Bakken moved approval of the comprehensive guide plan amendment; the council then approved a preliminary plan development for a multi-building, mixed-use project and a preliminary subdivision to create one lot and six outlots, all subject to revised conditions listed in staff attachments. The council approved each item by voice vote. The council noted that a separate public hearing on the residential node will occur on Dec. 4.
Council and staff thanked the applicants and noted remaining technical work on conditions before final approvals.
What happens next: the applicants and city staff will finalize condition language and the council will consider any outstanding residential-specific matters on Dec. 4.
