Evansville City officials opened bids July 9 for the South Evergreen Acres neighborhood water‑main replacement project (U1196), which will replace about 5,300 linear feet of water main on the city’s north side.
“Thank you, and good afternoon to the board. This project’s located on the North Side in the South Evergreen Acres neighborhood and will replace approximately 5,300 linear feet of water main,” said Jenny, who opened the bids on behalf of staff. Four offers were read aloud: Blankenberger Incorporated — $2,682,902.02; Dye Brothers Lumber & Construction Company Inc. — $1,864,702; Infrastructure Systems Inc. — $1,765,100; and Koberstein Contracting, Inc. — $2,553,572.
Board members noted the engineer’s estimate for the work was $1,918,842.40. “I hope you’re right because this is the first one we’ve seen below our engineering estimate in a long time,” a staff member said, describing the lower bid as a possible sign that construction‑cost escalation may be easing.
City staff said the bids will be reviewed by the project’s designer, 3 I Design, with input from city purchasing and the compliance officer; the board voted to take the bids under advisement so staff can complete that review. No contract award or formal contract‑approval vote occurred at the July 9 meeting.
Next steps: staff will evaluate bids for responsiveness and completeness and return a recommendation to the Water and Sewer Utility Board at a later meeting.
