Redevelopment commission approves minutes and three resolutions including PILOT for Central Lofts

The Evansville Redevelopment Commission approved several routine and project-specific items during its Oct. 1 meeting.
Minutes and accounts payable The commission approved the Sept. 17 meeting minutes (the chair said they would abstain because they were not present at that prior meeting). A motion to accept the minutes was moved and seconded and recorded ayes for Commissioner Neeson, Commissioner McAllister and Commissioner Walt; the chair abstained. The commission then approved the City of Evansville accounts-payable voucher after a motion and second.
Innovation Point management — Resolution 24 ERC 30 The commission approved Resolution 24 ERC 30 to authorize an interlocal agreement with the Evansville Vandenberg County Building Authority for management of the Innovation Point building. Commissioners asked whether utilities, trash removal and other maintenance obligations would remain with the tenant or shift to the building authority; staff said the lease delineates tenant responsibilities while the building authority will manage certain items and can leverage citywide contracts and purchasing power. The commission noted a new depreciation reserve has been established for capital needs. The motion passed on a recorded aye vote.
Sixth Street update change order — Resolution 24 ERC 31 The commission approved a change order with Rivertown Construction LLC on the Sixth Street update project that relocates parking spaces and converts some spaces from asphalt to concrete (described in the attachment as unreinforced concrete). Commissioners asked whether the change order remained within the engineer’s estimate and about the cost difference between asphalt and concrete; staff said the change reflects the cost adjustment shown in the attachment. The motion passed on a recorded aye vote.
Central Lofts PILOT — Resolution 24 ERC 32 The commission approved Resolution 24 ERC 32 authorizing a payment-in-lieu-of-taxes (PILOT) agreement for the Central Lofts project (the renovated former YMCA at 203 Northwest Fifth Street, described in the meeting as 62 units of affordable housing). Staff described a 2016 development agreement that initially contemplated a developer-purchase bond; the developer instead opted to use a statutory PILOT for affordable-housing projects. Commissioners discussed the PILOT amount and term (discussed in the meeting as about $61,500 total over an 18-year period, roughly $2,500 per year) and confirmed that the PILOT remains tied to continued use as affordable housing; if the property no longer qualifies, it reverts to regular taxation. The motion passed on a recorded aye vote.
Next steps The chair tabled one additional agenda item until a later meeting. The chair also opened (and later closed) the first preliminary-determination hearing on bond financing for a new East Side fire station; no bond vote was taken at this meeting.
