Trustees authorize undergrounding conduit work on Jackson, waive bidding for Lauderdale Electric contract

The East Dundee Board of Trustees approved authorization for a contract with Lauderdale Electric Inc. to perform direct boring of conduit related to ComEd and telecom services at 102–106 North River Street and to underground lines on Jackson Street.
At the meeting, a trustee moved to waive competitive bidding and allow the village administrator to enter the agreement for $58,840; the motion was seconded. Staff explained the work is part of the larger downtown revitalization and the parking garage project, and that removing or undergrounding utility poles will both improve aesthetics and remove obstructions for construction. Counsel reminded the board that a waiver of competitive bidding requires a two‑thirds vote; with current attendance the president’s vote was needed to reach that threshold.
Trustees asked whether other utilities, such as AT&T, could be consolidated into the work; staff said existing conduit runs for other providers were handled previously and that not all facilities could be joined under this contract. Staff also clarified that some related smaller conduit work fell below the $25,000 threshold and was being handled separately.
The motion was approved by affirmative trustee votes recorded at the meeting. Because the contract is a change order to an existing project, staff said final authorization and paperwork will be processed according to procurement rules and brought back as necessary for ratification.
Next steps: staff will finalize the contract documents and proceed with scheduling and coordination with utilities as the parking garage project advances.
