The Rapid City Legal & Finance Committee on Oct. 18 handled routine business, approving meeting minutes, carrying the consent agenda (items 1–13), recommending second reading of Ordinance No. 6636 (a technical cleanup of several sections of the Rapid City Municipal Code) and introducing Ordinance No. 6638, a supplemental appropriation to carry certain 2023 audit items into the 2024 budget year.
Director Fisher said Ordinance No. 6636 corrects clerical errors and clarifies references in sections of chapter 17 of the municipal code and ‘‘is not creating new regulations.’’ The motion to recommend the ordinance to the full council passed with an ‘‘Aye’’ vote. Finance staff (Tracy) explained Ordinance No. 6638 is primarily bookkeeping to close the 2023 audit and that most listed items have already been paid; committee members confirmed the expenditures were previously budgeted and moved first reading forward.
Both items passed committee action without substantive debate, and no individual vote tallies were recorded in the public transcript beyond unanimous 'Aye' responses.
