Summary

At its Sept. 8 meeting the San Gabriel Planning Commission took the following formal actions:
• Minutes (Aug. 12) — Motion to approve the minutes as amended carried (recorded 4-0, 1 abstention). The amendments corrected language on a previous motion and attendance for Chair Schwartz.
• CUP24-005 (Cuisine No. 1, 368 W. Valley Blvd., Unit 108) — The commission approved a conditional use permit to allow on-site sale and consumption of beer and wine (Type 41) for a new full-service Chinese restaurant subject to conditions limiting late-night operations, requiring food service with alcohol sales, and police-recommended surveillance and notification protocols. Vote: 5-0.
• TMAP24-004 (705 Agostino Road) — The commission approved a tentative parcel map to create a four-unit condominium subdivision, finding the map consistent with the general plan and subject to standard conditions and CEQA streamlining (class 32 exemption). Vote: 5-0.
• TMAP24-005 (1346 Elm Avenue) — The commission approved a tentative tract map for a nine-unit condominium subdivision, accepting the arborist report and replacement-tree plan and concluding the project met applicable development standards and CEQA exemptions. Vote: 5-0.
• GPA24-001 (405 S. Delmar Ave.) — The commission recommended that City Council approve a general plan amendment, zone change, density bonus and a 12-foot street vacation for a proposed 73-unit, 100% affordable senior rental project; commissioners requested additional technical follow-up on contamination mitigation and train vibration/noise prior to council review. Vote: 5-0 (recommendation to council).
Each approved item was accompanied by the staff-recommended conditions unless otherwise noted and will proceed to the next administrative or legislative step: building permits (after design review and applicable mitigations) for the TMAP and CUP items, and City Council review for the GPA/entitlement package.
