Jefferson County adopts regional Family Assistance Center annex to emergency plan

Jefferson County commissioners voted to adopt Resolution 2025-04, adding a Family Assistance Center annex to the Northeast Idaho Regional Coordination Plan.
Staff presented the annex as a framework for mutual aid after mass-casualty or large-disaster events and listed potential local sites that could serve as family assistance centers, including the Mustang Event Center in Roberts, Louisville’s community center and Rigby’s senior center. "We're proposing to adopt the family assistance center annex as part of the regional coordination plan," Speaker 6 said during the presentation.
The resolution text cited Idaho statutes requiring counties to maintain disaster and mutual-aid plans and asks that Jefferson County incorporate the updated regional plan as a supplement to the county’s Emergency Operations Plan. Speaker 6 emphasized the board’s authority over activation and demobilization of any activated family assistance center: "Ultimately, it is the board of commissioners that has the authority to both activate the family assistance center and demobilize the family assistance center," they said.
Commissioners moved and seconded adoption of Resolution 2025-04 and completed a roll call for signatures. As part of implementation planning staff noted a partnership under development with the Idaho Care Line to receive referral calls and provide wraparound services when a family assistance center is activated, a step staff described as improving the county’s capacity to handle notifications, reunification efforts and social-service referrals.
The resolution binds Jefferson County to the regional coordination framework; staff said other counties in the region are expected to adopt the annex in the coming weeks. The board arranged for signed copies for county files and partners.
Next steps: signed copies will be placed in county records and staff will continue coordination with regional partners on activation protocols and referral arrangements with Idaho Care Line.
