Council adopts new park shelter rental rules and fee schedule

Stayton’s City Council voted to adopt Resolution 11-12, updating the city’s park shelter and facility rental policies and replacing the prior fee schedule.
James Brand, the city’s finance director, told the council the resolution adds reservable options including the North and South shelters at Pioneer Park, an option to reserve all of Pioneer Park, a covered shelter at the Sanium park, and the tennis/pickleball courts at the community center. “The parks are still free for people to come as they please,” Brand said, “but if you do want to reserve it for an event, then there would be a booking system.” He said staff envisions online booking via QR code as well as phone and in-person reservations.
Brand also noted the resolution replaces Resolution 11-10 and includes a 25% increase in nonresident fees. He said the new schedule would go into effect Oct. 1 if the council approves it.
Councilors asked questions about how reservations would work and whether the changes would limit casual public access. Councilor O’Rourke confirmed the parks will remain open on a first-come, first-served basis; Brand said reservation signage and multiple booking options would be provided.
Councilor Patty moved to approve Resolution 11-12 “as presented,” and Councilor Sims seconded the motion. The council voted in favor; the mayor declared the motion carried.
The resolution’s adoption directs staff to implement the new fee schedule and reservation system; the council did not identify additional amendments at the meeting. Staff documentation in the council packet lists the full fee schedule under “facility rentals.”
