Resident says contractor damaged curbs and warns of collapsing storm drain in Grain Valley

Mike Walker, a Valley Hills resident, told the Grain Valley City Council the paving contractor All Pro Asphalt failed to leave notice on homes, overlaid asphalt onto curbs on east Long Drive and damaged more than 1,000 feet of curb, and he urged the city to require full curb replacement rather than leave the work to fail.
"They overlaid the asphalt 1 inch over the top of the curb on each side," Walker said, adding that the overlay will "pop" in cold weather and that debris will wash into the neighborhood pond. He also said an attempt by the contractor to speak to his wife at the door was inappropriate and that the company "did very terrible work in our neighborhood."
Walker also reported a 36-inch-by-24-inch collapse adjacent to the storm drain at the northeast corner of NW Long and Meadow that he said city maintenance temporarily filled with cold patch. "This was a Band Aid repair," he said, and he warned the hole could fail under a school bus, trash truck or emergency vehicle.
Mayor and staff acknowledged the report and asked staff to inspect the storm box. An official in the meeting said, "Mark, you wrote that storm box down. Right?" and staff agreed to take a look.
No formal motion or vote was taken on Walker's complaints during the meeting. The council did not announce any immediate enforcement action against the contractor on the record; staff follow-up was recorded as the next step.
The council's public comment and staff response leave questions about whether the city will require All Pro Asphalt to return and replace curbs or pursue warranty or enforcement remedies; those next steps were not specified at the meeting.
