Cindy Schoran, SFPUC human resources director, briefed commissioners on changes to new-employee orientation (NEO) pursuant to Assembly Bill 119. The changes include providing unions with notice and calendar invitations to orientation sessions, expanding union access during NEO to 30 minutes (up from the department’s prior typical practice of 10 minutes), and distributing a new PUC-letterhead form signed by the general manager that lists the employee’s union organization, union contact information and a link to union resources.
Schoran said the citywide meet-and-confer process between DHR and unions led to the AB 119 implementation and that SFPUC sends annual schedules to unions and individual calendar invites one to two business days before a session. The commission heard public praise for the changes and broader calls for an articulated workforce-development policy and improved onboarding across city departments.
Commissioners thanked staff and encouraged continued work on workforce development to set a model for other city departments; staff said they will continue to coordinate with DHR and the city attorney’s office as needed.
