Clean Power SF prepares for citywide enrollment as PG&E bankruptcy looms

Barbara Hale, assistant general manager for power, updated the commission Jan. 22 on Clean Power SF operations and risks tied to PG&E.
Hale said the program added roughly 2,000 accounts in January and now serves about 111,000 active accounts, with Super Green (100% renewable) subscribers near 4,200. Staff are preparing for an April auto-enrollment that would add roughly 280,000 mostly residential accounts.
The commission previously adopted rate adjustments to reflect decreases in PG&E's generation rates and to account for exit-fee (PCIA) changes; that action also authorized the general manager to finalize rates after the California PUC and PG&E update their rates.
Hale briefed commissioners on PG&E's public statement indicating it intended to file for Chapter 11 bankruptcy protection around Jan. 29. She said Clean Power SF does not expect service interruption to customers because PG&E will continue distribution, metering and billing operations, but a bankruptcy could delay remittances from PG&E to the city and create short-term cash-flow pressure. Staff said they are coordinating with the Controller's Office and counsel to identify mitigations and have received lawyer assurances that PG&E intends to seek court approval to continue remittances as an ordinary-course business activity.
Commissioners asked clarifying questions; no public speakers commented on this presentation. Staff said they will keep the commission informed as the bankruptcy or rate-setting proceedings evolve.
