East Dundee releases RFP for Hager site; board debates price, density and preservation

East Dundee staff told trustees on June 24 that the village has completed acquisition of the Hager site and circulated a draft request for proposals (RFP) seeking redevelopment concepts. The RFP packet includes the riverfront master plan and environmental Phase I/II reports.
Trustees discussed listing a $10 proposed purchase price in the RFP to set respondent expectations and to ensure respondents invest time only where the village's baseline terms are clear. Staff said respondents must still prove requests for rebates and provide cost estimates for demolition, remediation and relocating utilities.
Board members asked whether two homes on the southeast corner (one with a historic plaque) must be preserved; staff said neither house is required to remain but board could require or offer salvage/relocation options during due diligence. Trustees also debated whether to cap building heights or density in the RFP. Staff cautioned that restricting density could require public subsidy to make a low-density plan feasible; conversely, looser limits might attract more proposals. The RFP currently includes a preference for "all-electric" construction, which staff said would be a first for the village and intended to reduce utility costs for future residents.
Staff will release the RFP publicly, host virtual Q&A sessions (one before the first site visit), and schedule site visits on July 25 and Aug. 19. The board asked staff to add clear context about how strictly respondents should follow the master plan and to include renderings and submittal requirements in the packet.
