Commissioner Hing introduced Commander David Lazar to present an overview of the community policing work tied to the Department of Justice report. Lazar said 17 of the DOJ’s 94 findings and 60 of the report’s 272 recommendations relate to community policing and described a governance structure of roughly 40 project managers reporting to 12 findings managers and an executive sponsor working group tasked with reviewing and approving project work.
Lazar told the commission the executive sponsor working group will receive executive summaries in advance when projects are ready and will either forward projects to Chief Scott for signature or return them for more work. He said the working group includes about 20 participants from different backgrounds — including health professionals and academics — and that monthly and bi‑monthly calls will help keep managers coordinated.
On questions about community input and group composition, Lazar said he plans to audit project‑manager groups to confirm they reflect the city’s diversity and to ask the executive sponsor group to help vet membership lists. "We have room for more community members and other working groups," he said, inviting public participation.
Commissioners and staff discussed timelines and the need for project managers to estimate completion times so the commission can set a schedule for implementation. No formal vote occurred on the community policing structure during the presentation.
