Council ratifies emergency stormwater repair on Sterling Avenue and ratifies up to $75,000

Raytown staff told aldermen Sept. 3 that a sinkhole on Sterling Avenue revealed a stormwater culvert that had “totally deteriorated.” To avoid further roadway damage and to keep a scheduled milling/overlay project on track, staff invoked emergency procurement and called Leith & Sons Inc. to perform the repair.
Kemp (public works) told the board the sanitary sewer camera inspection showed a failed stormwater culvert and that Leith & Sons performed a point repair. Staff said the contractor’s work was quoted at $72,734 but the resolution asked the council to ratify an expenditure of up to $75,000 to cover potential overages. The council moved, seconded and ratified the resolution by roll call vote.
Staff said invoking the emergency process allowed the Sterling roadway project to proceed and prevented repaving over an unrepaired culvert. The contract was already in place with Leith & Sons for point repair work, which staff used to expedite the fix.
