Dan Wade presented the Hetch Hetchy Capital Improvement Program quarterly update and described emergency and interim measures taken after the March flood event that inundated Moccasin Reservoir. He said the agency performed debris removal and cleanup, secured Division of Safety of Dams approval for interim repair designs, and completed several urgent repairs, including a reconstructed 3‑inch ranch water line and toe‑of‑dam armoring.
Wade described replacements and repairs at the Moccasin Creek Diversion Dam, including rebuilding a debris rack destroyed by the storm and addressing severe downstream erosion and abutment damage. He said staff will automate Gate 3 (previously manual) and extend a partial catwalk to the shore to improve access during high‑water events.
He noted the work began in earnest in July and is “very busy up there right now,” and estimated the majority of interim repairs would be completed by the end of the year, with additional work continuing into the spring. Wade said the water enterprise applied for partial reimbursement through the California Office of Emergency Services but cautioned that reimbursement processes can be slow.
Commissioners asked questions about contract repackaging, the canceled Moccasin penstock rehabilitation contract and the forecasted budget impacts; staff said some projects will be rebaselined in the upcoming quarterly report and that construction milestones for Cherry Dam outlet works and new shops at Moccasin were near final completion.
