The adoption was supported by a staff report that said the ordinance is exempt from CEQA under specified statutory exemptions. No speakers remained in the chambers to present public comment in person; staff noted an e‑comment would be included in the official record.
The council moved and adopted the ordinance by unanimous roll‑call vote. The ordinance will be read for a second reading and is scheduled to take effect 30 days after final adoption per municipal procedure.
