Umatilla council approves grant, appointments, property purchase, broadband PPP and construction GMP

On resolutions, the council approved:
- Resolution 02-2025, authorizing the city manager to retroactively execute a purchase agreement and statutory warranty deed for two parcels (staff reported they obtained the agreement at the council-directed price).
- Resolution 03-2025, authorizing the city manager to finalize and sign a PPP agreement with Core Fiber to design and (if grant funding is awarded) construct a fiber-to-the-home network; staff noted a potential ~2% franchise-fee reduction for the first five years to recognize the private investment.
- Resolution 04-2025, to execute a maintenance assistance grant agreement for operations of the Umatilla Marina that extends coverage through June 2025.

- Resolution 06-2025, clarifying procurement and delegating authority to the city manager to sign engagement letters for outside legal services and personal service agreements for limited legal advice.
