Residents raise long-term abandoned-vehicle issue and request restroom reopening at boat launch

Two members of the public used the Nov. 29 council meeting to raise local quality-of-life concerns.
John Corbin, who identified himself in the meeting, told the council an abandoned vehicle has remained in front of his home since July 4, 2023. He said repeated short moves of the vehicle appear to reset the statutory removal clock in municipal code section 32.192 and asked the council to research clearer municipal-code language. "We've had an abandoned vehicle parked in front of our house ever since 07/04/2023," Corbin said, and asked staff to pursue model municipal language used in nearby cities.
A second resident praised the rapid reopening of a trail and requested a solution for a restroom at the Bow boat launch that remains closed 'indefinitely' because of vandalism. The speaker said limited hours or vandal-resistant cameras might allow reopening: "Us old guys, by the time we get down there, we need a restroom." The mayor asked the resident to provide paperwork to staff so the issue could be routed to the right department.
Both items were routed to staff for follow-up: the abandoned-vehicle complaint was requested to be handed to the code-compliance officer via Karen in the clerk's office, and the restroom concern was noted by staff as a potential operations issue for Parks/Facilities.
