Council adds network administrator position and approves budget transfers to fund it

The Dallas City Council on Oct. 28 approved adding a network administrator position to the city's newly formed IT department and authorized budget transfers to pay for the position and other needs.
City Manager Matthew Cleese described the 2023 reorganization that created an IT department and said the work has revealed "technical debt" and end‑of‑life systems requiring active management across five city sites. Cleese said the network administrator is critical to secure and modernize the city's network, improve speeds, and enable other projects such as records and CAD/RMS improvements.
David (IT director) told the council that hiring a dedicated network administrator would allow the city to move from reactive upkeep to proactive management. The human resources analysis and wage table were included in the packet; Councilor Long moved to adopt the Oct. 28 wage table that adds the network administrator and the council voted in favor.
Finance Director Angie Wilson presented resolution 24‑24 authorizing transfers of $88,539 from the contingency line to multiple budget lines to cover $64,845 for the IT FTE for the remainder of the fiscal year, $31,500 to cover a shortfall for emergency operations planning consulting (county share), $16,000 for police contractual services, and $7,694 for the city council budget. Council approved the budget transfers.
Council and staff discussed recruitment prospects and the importance of addressing cybersecurity, aging equipment, and future projects. No additional direction was requested beyond adoption and implementation of the wage table and transfers.
