Council approves appointments, a liquor-license recommendation and commission-term changes

The council accepted the minutes from its Oct. 22 meeting after a motion and second. The council approved three appointments to the Museum Advisory Board; one councilor raised concerns about an applicant’s temperament but the motion passed.
Police-department staff presented a liquor-license application described as a manufacturer-on-site operation with no on-site sales. Councilors moved and seconded a recommendation to approve the application; the motion carried by voice vote.
Separately, a representative of the Independence Days Commission proposed changing commission terms so appointments run from Sept. 1 to Aug. 31 (rather than Jan. 1–Dec. 31) to improve continuity around the July 4 event, and asked to reduce the commission from 13 to 11 members. A councilor moved to set the new term dates and appoint the listed members; the motion was seconded and passed by voice vote.
The mayor announced the completion of a national recruitment for the city-recorder position following a 60-plus applicant pool; the council approved the mayoral appointment of the recommended candidate ('Myra' in the transcript) by voice vote.
