Historic preservation commission approves storefront changes at 268 South Main with condition to retain rear arch

Planning staff told the Independence Historic Preservation Commission on Sept. 16 that an application for a Certificate of Appropriateness for 268 South Main (also referenced as 260–278 South Main and formerly called the Opera House or Smoker’s Hall) proposes adding windows, enclosing an open storefront door and installing a steel rear staircase.
"This application seeks to add windows to the building, a door, and a rear staircase to the building," planning staff said during the hearing, summarizing the scope of work and packet drawings.
The commission reviewed photographs, packet drawings and historic Sanborn maps that staff said show the building’s evolution and noted the structure is listed in the designation document as historic but non‑contributing. Staff said the project may be partially state‑funded and therefore subject to state historic review, and that some exterior changes will require building‑department approvals.
Key concerns from commissioners focused on storefront proportions and a historic arch at the rear second‑floor entrance. Planning staff noted that adding a fourth window on the south elevation could be feasible but that new windows within five feet of a property line may require building‑department solutions such as a deed restriction or structural design changes. Staff recommended three conditions in their report and suggested an additional condition to align the storefront lintel and transom with adjacent storefronts.
A commissioner proposed (and staff agreed it was appropriate to add) a fourth condition explicitly requiring the existing rear arched door opening be retained as shown on the drawings. The commission then voted to approve the certificate of appropriateness — file CADash2024Dash05 — adopting findings, conditions and staff recommendations with the addition of that fourth condition. The chair declared, "Motion's carried." No public testimony or written submissions were recorded for the hearing.
The decision adopts the staff findings and conditions and imposes an explicit preservation requirement for the rear archway; staff noted the applicant retains seven days after close of record to submit final legal argument under the relevant ORS procedures read into the record. The commission then continued with additional historic images and context presentations before adjourning.
